The Climate Club – William Nordhaus, a Nobel Prize winner, on what needs to change

In his essay published in Foreign Affairs, William Nordhaus explains why Paris follows on from Kyoto –  it is great for signalling intent but not likely to succeed in its core mandate.

The Nobelist stresses that a globally coordinated carbon tax and penalties for those that do not participate is essential. ‘The Market’ is not incentivised to move fast and aggressively enough, in any coordinated manner, to meet climate goals.
